Title: “On the Ethics of Surprise Attacks”
Abstract: Surprise attacks have been a common tactic throughout the history of warfare and yet their ethical status remains wholly neglected. Three classes of salient examples are given illustrating how the surprising nature of surprise attacks can sometimes be unethical due to excessive information asymmetries: net-negative equilibrium strategies hindering diplomatic negotiations, a puzzle for theories of surrender, and risks involving lack of control when deploying novel autonomous weapons technologies.
